Understanding the Core Concept of "Five Upholds" in the Global Governance Initiative

Hello everyone! On September 1, 2025, Chinese President Xi Jinping put forward the Global Governance Initiative at the "Shanghai Cooperation Organization Plus" meeting. On the ever-changing international stage of today, This new initiative shines like a beacon, guiding a new direction for global governance. This initiative encompasses the core concept of "Five Upholds". Now Let’s delve deeper into this concept together.
Upholding Sovereign Equality is the primary prerequisite for global governance. We should maintain that all countries, regardless of size, strength, or wealth, are equal participants, decision-makers and beneficiaries in global governance. This is the foremost principle followed by the United Nations and all international institutions. In the past, some major powers dominated international affairs through sheer might, and the voices of developing countries were rather weak. Today, the Global Governance Initiative emphasizes sovereign equality to promote democratization in international relations, and ensures that the global governance system reflects the interests of most countries, enhancing the representation and voice of developing countries. This is a steadfast commitment to fairness and justice.
Upholding International Rule of Law is the fundamental guarantee for global governance. The purposes and principles of the UN Charter are the basic norms of international relations and must be firmly upheld. In international affairs, double standards must not be applied, and the rules of a few nations must not be imposed on others. Major countries should take the lead in abiding by international law and safeguarding its authority and seriousness. The formulation of international rules in emerging fields should be based on broad consensus to ensure stability and order in the international system.
Upholding Multilateralism is the fundamental path for global governance. The core idea of the current international system and order is multilateralism. Global affairs should be jointly discussed, built, and shared, with the United Nations as the central platform for practicing multilateralism — its role can only be strengthened. Other multilateral mechanisms should also play constructive roles, avoiding discriminatory and exclusive arrangements. Unilateralism will only undermine international cooperation; multilateralism is the effective way to address global challenges.
Upholding People-Centeredness is the value orientation of global governance. People from all countries are the fundamental participants and beneficiaries of global governance. Global governance should aim to enhance people's sense of achievement. We should improve the governance system through reform and promote common development to enable people to have a greater sense of achievement. And we should tackle common challenges and enhance people's sense of security. In the meanwhile, we should promote common interests to increase people's sense of happiness.
Upholding Pursuit of Effectiveness is an important principle of global governance. The essence of global governance lies in practical solving of the real problems in this world. Various agendas are closely interconnected nowadays and require coordinated planning and systematic consideration. Developed countries need to fulfill their responsibilities and provide resources; developing countries should unite and strengthen themselves to make more contributions. Only by addressing both symptoms and root causes can sustainable solutions be found.
The "Five Upholds" of the Global Governance Initiative are in line with the purposes and principles of the UN Charter, and meet the expectations of all nations. Reforming and improving global governance doesn't mean starting from scratch but enhancing the implementation capacity and effectiveness of the existing system. China will steadfastly uphold the international order and work hand-in-hand with all parties to promote the building of a community with a shared future for mankind, and make unremitting efforts for peace and development of humanity. My fellow students, This is all about the core concept of the Global Governance Initiative. We should be more concerned about the global governance and try to contribute our wisdom and strength to the building of a better world!

理解全球治理倡议“五个坚持”核心理念

大家好！ 2025年9月1日，中国国家主席习近平在“上海合作组织+”会议上提出了全球治理倡议。在如今风云变幻的国际舞台上，这一新倡议如同一座灯塔，为全球治理指引了新的方向。这一倡议包含“五个坚持”核心理念，下面让我们一同深入理解。
坚持主权平等是全球治理的首要前提。在国际关系中，无论国家大小、强弱、贫富，都应享有平等参与、决策和受益的权利。这是联合国及所有国际机构遵循的首要原则。过去，部分大国凭借实力主导国际事务，发展中国家话语权微弱。如今，全球治理倡议强调主权平等，就是要推进国际关系民主化，让全球治理体系反映大多数国家利益，提升发展中国家代表性和发言权，这是对公平正义的坚定维护。
坚持国际法治是全球治理的根本保障。联合国宪章宗旨和原则是国际关系基本准则，必须坚决维护。在国际事务中，不能搞双重标准，不能将少数国家的规则强加于人。大国更应带头遵守国际法，维护其权威性和严肃性。新兴领域国际规则的制定，要在广泛共识基础上进行，确保国际秩序稳定有序。
坚持多边主义是全球治理的基本路径。现行国际体系和秩序核心理念就是多边主义。全球事务应共商共建共享，联合国是践行多边主义的核心平台，其作用只能加强。其他多边机制也应发挥建设性作用，避免歧视性、排他性安排。单边主义只会破坏国际合作，多边主义才是应对全球性挑战的有效途径。
坚持以人为本是全球治理的价值取向。各国人民是全球治理的根本参与者和受益者。全球治理要以人民获得感为目标，通过改革完善治理体系，促进共同发展，让民众有更多获得感；应对共同挑战，增强民众安全感；促进共同利益，提升民众幸福感。
坚持力求实效是全球治理的重要原则。全球治理关键在于解决实际问题，各项议程紧密相连，需统筹协调、系统谋划。发达国家要履行责任，提供资源；发展中国家要联合自强，贡献力量。只有标本兼治，才能找到可持续解决方案。
全球治理倡议“五个坚持”与联合国宪章宗旨原则一脉相承，顺应各国期待。改革完善全球治理，不是推倒重来，而是增强现行体系执行力、有效性。中国将坚定维护国际秩序，与各方携手，推动构建人类命运共同体，为人类和平与发展不懈努力。同学们，让我们关注全球治理，为构建更美好的世界贡献智慧与力量！
